In order to discourage those attempting to perform Hajj without permit, KSA has been using modern tools, and nabbed a number of pilgrims sans papier, who have been incarcerated and fined (upto SR 100,000). Following completion of imprisonment the violators would be sent back to their respected countries and face a re-entry ban for a decade.
