MUZAFFARGARH: Joint Awami Action Committee (JAAC) of the Azad Jammu & Kashmir citizens and the Govt of Pakistan have signed a truce Saturday (4th October, 2025) in order to contain the tense state of affairs here.

Among other issues, the two sides agreed that:
1) Cases under anti-terrorism laws will be filed for deaths in violent incidents in Kashmir;
2) Compensation will be given to the families of those who died during skirmishes in Kashmir on 1st and 2nd October;
3) Families of Kashmir citoyens will receive the same compensation as the families of officials.
4) Those Injured during Kashmir agitation will receive rupees ten lakh each;
5) One member of the family of a deceased protester from Kashmir will be given government job within 20 days;
6) Two additional Secondary Education Boards will be established in Kashmir (Muzaffarabad and Poonch) within 30 days;
7) All three Azad Jammu and Kashmir Secondary Boards will be linked with the Federal Board;
8) The existing Local Government Act will be restored in Kashmir within 90 days in accordance with judicial ruling;
9) Azad Jammu and Kashmir government will release funds for the health card within 15 days’
10) MRI and CT scan machines will be provided in all districts of Azad Jammu and Kashmir with federal funding;
11) Government will provide Rs10 billion to improve the electricity system in Azad Jammu and Kashmir;
12) The size of the Azad Jammu and Kashmir cabinet will be reduced to 20 ministers and advisers.
13) The number of administrative secretaries will not exceed 20 in Azad Jammu and Kashmir;
14) Civil defence departments will be merged into the SDMA. in Kashmir; 15) The Accountability Bureau and Anti-Corruption Establishment in Kashmir will be merged;
16) Accountability Act of Azad Jammu and Kashmir will be aligned with Pakistan’s NAB laws;
17) Feasibility reports for two tunnels in Azad Jammu and Kashmir will be prepared by the Pakistani government;
18) The project in Kashmir will be prioritised under the Saudi Development Fund as per PC-1 guidelines;
19) A high-powered committee of legal and constitutional experts of Kashmir will be formed;
20) The committee will consult on members selected from outside Azad Jammu and Kashmir;
21) Until the committee submits its final report, the privileges of these members will remain suspended;
22) Funding, ministry status, and other perks for these members will remain on hold until the final report is submitted.
Azad Jammu and Kashmir cabinet will be reduced to 20 ministers/advisers, and the number of administrative secretaries shall not be more than 20 at any given time. “Mergers like the departments of Civil Defence with SDMA will be carried out for this purpose.”

FIRs will be registered under the ATC on the incidents of violence and vandalism in Azad Jammu & Kashmir resulting into deaths of personnel belonging to LEAs (law enforcement agencies) and protesters...Violent protests consumed lives of three cops and six civilians, when talks between Pakistan’s Government and the Joint Action Committee (JAAC) of Kashmir over elite privileges and reserved seats for refugees failed.

Persons killed in the incidents of 1st and 2nd Oct, in Azad Jammu & Kashmir shall be compensated with monetary benefits…those with gunshot injuries will be given Rs1 million in compensation…a govt job will be granted to one of the family members of each dead person within 20 days. One hundred and seventy-two police officers were injured (twelve, being treated, are reportedly in critical condition) while fifty civilians were wounded.
Water and Electricity infrastructure will be improved: In order to ameliorate the Electricity System of Kashmir Rs10bn will be utilized; Feasibility studies will be carried out for a couple of tunnels and the supply of water;
Two more educational boards will be established.
(Imran Khan era) Health Card will be reintroduced: According to the truce Azad Jammu & Kashmir govt will issue funds for the implementation of a health card within a couple of weeks; Govt of Pakistan will provide funds to equip medical facilities in each district with MRI and CT Scan machines.

When Pakistan Govt attempted, on Thursday (2nd Oct, 2025) night, to diffuse the situation in Kashmir by sending here a delegation (comprising, among others, Tariq Fazal Chaudhry, Ahsan Iqbal, Rana Sanaullah, Amir Muqam and Raja Pervaiz Ashraf) the JAAC of Kashmir (represented by Amjad Ali Khan, Shoukat Nawaz Mir, and Anjum Zaman Awan) demanded restoration of mobile & internet services before any parleys.
