RAWALPINDI: Ex-top-spook, formerly lieutenant general Faiz Hameed, who led ISI from 2019 to 2021, (during PTI government), has been incarcerated on Thursday (11th Dec, 2025) by Field General Court Martial for 14 years following 15-month-long trial, under provisions of the Pakistan Army Act.
According to details Faiz Hameed was taken into military custody on 12th August, 2024. He faced 4 charges: involvement in political activities; violation of the Official Secrets Act; misuse of his powers and government resources. He can now knock the doors of SCP to appeal the decision. His lawyer Mian Ali Ashfaq, maintaining that his client was innocent, said that he would file a petition to appeal as soon he received the detailed decision of the court. It is pertinent to mention here that the first forum for appeal is the COAS.

According to Army Act the former chief of ISI was not supposed to engage in any political activity for five years after his retirement. On 11th Dec, 2024 defence minister said that Faiz Hameed and PTI Founder Imran Khan were accomplice in the crime. Earlier too he had insinuated that Faiz Hameed had a hand in the political vicissitudes post retirement and could be involved in the 9th May events.
ISPR has stated: “Complying with the orders of SCP, a detailed court of inquiry, was undertaken by Pakistan Army, to ascertain correctness of complaints in Top City Scandal* made against Lt Gen Faiz Hameed (R). Consequently, appropriate disciplinary action has been initiated against Lt Gen Faiz Hameed (Retd), under provisions of Pakistan Army Act.
“In addition, multiple instances of violation of Pakistan Army Act post-retirement have also been established. The process of Field General Court Martial has been initiated and Lt Gen Faiz Hameed (Retd) has been taken into military custody,”
In its written order the SCP stated on 14th November: “The allegations are of an extremely serious nature, and if true, undoubtedly would undermine the reputation of the federal government, the armed forces, ISI and Pakistan Rangers, therefore, they cannot be left unattended.”
It may be recalled that a high-level inquiry committee headed by a Major General (formed on 17th April, 2024) was to probe the allegations levelled by a builder against Faiz Hameed that as the chief of ISI he had misused his powers against him and his family members. It was alleged that Ex DG ISI had planned a raid on the house of Moeez Khan (owner of Top City Housing Scheme).
