Silsila Case: As Kabul calls back its Amb., Pak Envoy returns to Islamabad

ISLAMABAD: Afghan Ministry of Foreign Affairs has taken to the twitter to post a letter dated 18th of July, 2021 stating: “Following the abduction of the Afghan Ambassador’s daughter in Pakistan, the Leadership of the Islamic Republic of Afghanistan called back Afghanistan’s Ambassador and senior diplomats from Pakistan until all security threats are addressed including the arrest and trial of the perpetrators of abduction”.

The letter further informs that an afghan delegation will visit Pakistan soon to assess and follow up on the case and all related issues; subsequent actions will follow based on the findings.

Meanwhile, Pakistani Ambassador returned to Islamabad by means of PIA flight No. 250. Pakistan Foreign Office responding to the Afghan move stated that the decision by the Government of Afghanistan to recall its Ambassador and senior diplomats from Pakistan was unfortunate and regrettable. FO stated that GoP expected that GoA would reconsider its decision. FO pointed out that the reported abduction and assault of Ambassador’s daughter in Islamabad was being investigated and followed-up at the highest level on the instructions of the PM. FO further stated that the security of the Ambassador, his family and personnel of the Embassy and Consulates of Afghanistan in Pakistan had been enhanced. Moreover, Pakistani Foreign Secretary had called on Afghan Envoy on Sunday (18th of July) and told him apropos measures taken by the GoP in this regard.

According to a section of Press, hospital medical report manifests that Silsila (who was abducted for five hours) i) suffered blows to her head; ii) had rope marks on her wrists and legs; iii) was badly beaten. X-rays had been suggested to figure out if any of her bones got damaged. On the other hand the Interior Minister and other concerned authorities reject the accusation apropos abduction and torture.

Meanwhile, an investigation team met the Afghan Ambassador and his daughter and posed few questions to figure out the state of affairs. According to sources she failed to give satisfactory answers to the queries of the team. Earlier, Federal Minister for Interior Sheikh Rashid Ahmed while talking to journalists at a Presser here on Sunday 18th of July (2021) had stated: “I want to inform the international media that the police is investigating the report of the Afghan Ambassador (Najibullah Alikhil)‘s daughter (Silsila Alikhil)’s issue.”

Fed Minister further informed that a case had been registered on Silsila’s request under [sections] 34 (common intent), 365 (kidnapping or abducting with intent secretly and wrongfully to confine person), 354 (assault or criminal force to woman with intent to outrage her modesty) and 506 (punishment for criminal intimidation) of the PPC. Shaikh Rashid told that the taxi drivers, whose services were hired by the Silsila Alikhil, before her brief abduction here on Friday (16th of July) had been interviewed.

According to details Silsila Alikhil left her residence on foot. Later, the first driver had driven her to Khadda Market (where she did some shopping), the second cab driver took her to Rawalpindi. From F-7 she went to Daman-e-Koh (but the footage of her trip from Rawalpindi to Daman-e-Koh is missing and being investigated) and then over to F-9 park area. The third taxi driver told that he had driven her from Daman-i-Koh (where she had used her internet). Federal Minister claimed that all aspects of the case would be clear by evening. Silsila Alikhil, was abducted on Friday.

While Silsila was returning home after visiting a Blue Area confectionery outlet in the afternoon via taxi, the driver picked up another man, who verbally abused and assaulted her. Silsila Alikhil was abandoned in an unconscious condition by the taxi driver on a roadside. It may be recalled that Pakistan Foreign Office (FO) stated on Saturday 17th of July (2021) that Silsila Alikhil daughter of Afghan Envoy Najibullah Alikhil was assaulted and man-handled by unknown persons in Islamabad on Fri (16th of July, 2021).

“Immediately after this disturbing incident was reported, the Islamabad Police launched a thorough investigation,” stated the FO that further informed that the Ministry of Foreign Affairs and relevant security authorities were closely in contact with the Afghan Ambassador and his family and extending full support in the matter. According to FO the security of Afghan Envoy and his family had been beefed-up and LEAs were trying to trace and apprehend the culprits to be brought to justice: “It is reiterated that the safety and security of the diplomatic missions, as well as the diplomats and their families, is of utmost importance. Such incidents can and will not be tolerated.”

Following the FO account of Saturday 17th of July, Federal Minister for Interior Sheikh Rashid Ahmed took to the Twitter saying: “Prime Minister Imran Khan has directed Interior Minister Sheikh Rashid Ahmed to utilize all resources to apprehend the persons involved in the kidnapping of the daughter of Afghan Ambassador in Islamabad. Prime Minister has further directed the Interior Minister that Islamabad Police and other law enforcement agencies must investigate the incident on TOP PRIORITY, bring up the truth of the matter and apprehend the culprits within 48 hours.

“Accordingly, all efforts are being made to thoroughly investigate the matter and apprehend the persons involved in the incident. Islamabad Police is constantly in touch with the girl and family of the Afghan Ambassador.” He claimed that the authorities were in touch with one of two taxi drivers whose services were hired by Envoy’s daughter the day she was kidnapped/manhandled. Minister further claimed that the second taxi driver would be traced using cameras after authorities get a written statement and request from the family.

Meanwhile, the Afghan Ministry of Foreign Affairs posted on the Twitter: “The Ministry of Foreign Affairs summoned the Ambassador of the Islamic Republic of Pakistan to Kabul Mr. Mansoor Ahmad Khan this afternoon and lodged a strong protest over the abduction of the daughter of Afghanistan’s Ambassador to Islamabad. The Ministry of foreign Affairs asked Mr. Khan to convey the strong protest and deep concerns of the Government of Afghanistan to the Ministry of Foreign Affairs and the government of Pakistan about his grave incident.

The Ministry of Foreign Affairs explicitly called on the Pakistani government to take immediate action to identify and punish the perpetrators of this crime and ensure the full security and immunity of Afghan diplomats and their families in accordance with international conventions. Ms. Silsila Alikhil was abducted for several hours in Islamabad on Friday, the 25th of this month, and was released after being tortured.” However, critics grasped at the opportunity to point out that the Afghan MoFA’s letter had mentioned Friday 25th of this month instead of Friday 16th of this month! However, later the Afghan MoFA realized the blunder and posted another letter with corrected date.
