Federal University at Hyderabad to be constructed within 3 years!

HYDERABAD: PM, during his visit of this historic city has announced establishment of a university here that is expected to be operational within 36 months.

The project was discussed in the pre-CDWP meeting and the sponsoring agency i.e. HEC (which would serve as an executing agency in this case until appointment of Vice Chancellor) has agreed to rationalize the cost from Rs1,912.604 million to Rs1,855.720 million. He informed that sponsoring agency has to update CDWP regarding land acquisition from Civil Aviation Authority and Charter of the University.

The executing/sponsoring agency (HEC) stated that establishment of university in urban Hyderabad justified as admission to the universities in vicinity of the urban hub are domicile based and can cater only 457 students per annum.

It has further been clarified that 35 acres of land for the purpose has been identified which is currently under possession of Civil Aviation Authority.

Feasibility study was done by Mehran UET Jamshoro and EPA study is under way. It is hoped that the land would be acquired/occupied by the end of December 2017.

In response to a query by the Chair, the sponsoring agency stated that recurring cost for 3 years/project period has been included the total cost and would be met from HEC recurring budget as per specified formula after deducting the income generated from university own resources.

Member (I&RC), Planning Commission said that the cost estimation for civil works was without master planning/BoQs and other relevant information.

Chief S&T informed that per Sft, cost of civil works was Rs3,000/Sft that was on average same as adopted in other projects approved for other universities in vicinity.

Secretary PD&R observed that HEC has been requested in previous meetings to devise mechanism for feasibility/designing of project, prequalification of consultants/contractors and other such matters.

However, the same has not been taken seriously. Member (IRC) was directed to devise a mechanism for these issues in collaboration with Member S&T and HEC without further delay.

The Secretary, M/o PD&R desired submission of the findings of the aforesaid meeting within next 15 days.

The Chief, PP&H was given the task to coordinate the meetings for this matter. HEC was directed to prepare the TORs of the meetings in consultation with Chief, PP&H by the end of this week.

The Chair accorded the approval of project with endorsement of the cost rationalization of items/cost as suggested in pre-CDWP. The sponsoring agency would submit modified PC-I accordingly.

The CDWP approved the project at a rationalized cost of Rs1,855.720 million with FEC of Rs103.530 million subject to the following:

A Committee headed by the member I&RC and comprising Executive Director HEC, Member S&T and Chief PP&H will devise a mechanism for feasibility/civil work-related cost estimation of HEC projects and prequalification of consultants/contractors by HEC.

The committee will ensure submission of findings within 15 days to the Chairman CDWP. HEC was directed to prepare TORs of the meetings in consultation with Chief, PP&H who will coordinate the committee meetings;

The sponsors will work with Member S&T and ICT section to review the disciplines being proposed with a view to ensure HR and the country’s future needs;

HRD component would be adjusted in the PC-I of scholarships for weaker/new universities which is under preparation in HEC;

The Sponsoring/Executing agency will submit a modified PC-I accordingly.
