Muhammad Waseem takes oath

KARACHI: Acting Governor Sindh Agha Siraj Durrani administered oath of office to Muhammad Waseem as Chairperson of the Sindh Public Service Commission (SPSC) in a ceremony held at the Governor House here on Saturday.

The Chief Minister Sindh, after the approval of the Acting Governor Sindh, had appointed Muhammad Waseem, a retired officer of Grade 22, as the Chairperson of SPSC .

The ceremony was attended by Sindh Minister for Industries and Commerce Jam Ikramullah Dharijo, Special Assistant to Chief Minister Waqar Mehdi, Chief Secretary Dr. Muhammad Sohail Rajput, Commissioner Karachi Muhammad Iqbal Memon and provincial secretaries.

Muhammad Waseem has been serving in various important roles and positions in the province for three decades. He has extensive experience in administration and finance.

He has served as chairman of planning and development board, additional chief secretary planning and development, chairman anti-corruption, senior member board of revenue, secretary home and secretary general administration.

Agha Siraj Durrani congratulated Muhammad Waseem on his appointment as the chairperson SPSC and also wished him all the best for his new assignment.

Muhammad Waseem served for over three decades in the Government of Sindh and acquired rich experience in multifarious fields of public service. He entered the government service after obtaining a Master of Arts in Economics (with specialization in Development Economics) from the University of Karachi.

His pursuit for gaining more knowledge in the fields of Finance and Law inspired him to earn a Master of Business Administration degree (with major in Finance) from Institute of Business Administration, Karachi and a Bachelor’s Degree in Law from the University of Karachi during his early days of career.

At his superannuation he was serving in Grade-22 as Chairman, Planning & Development Board, Government of Sindh, the highest public financial development organization in the province.

In this capacity he was responsible for formulation of Annual Development Plan of the province along with liaising with National Planning Agencies for articulation and implementation of public policies in the development sector.

He worked in close harmony with International Development Institutions like World Bank Group, Asian Development Bank, United States Agency for International Development, Department for International Development, UK, European Union and different United Nations specialized Agencies/Organizations for seeking Foreign Project Assistance to carry out key Projects in different important sectors of the economy.

During his long association with Government of Sindh, he acquired experience of serving in senior positions in the departments of Administration, Finance, Agriculture, Local Government, Industries & Commerce as well as City District Government, Karachi.

In this context he served as Chairman, Enquiries & Anti-corruption Establishment, Government of Sindh being responsible for investigation of certain offences relating to corruption by or enquiry into misconduct of civil servants in Sindh.

He served as Acting Chief Secretary, Sindh, Additional Chief Secretary (Dev.) in the Planning & Development Department, Senior Member in the Board of Revenue, Sindh and Secretary of Home, Services, General Administration & Coordination, Transport and Mass Transit, and Forest & Wildlife Departments. Besides, he also acquired international working experience during his stint as Counselor, Community Welfare & Labor in the Consulate General of Pakistan, Dubai, UAE.

As part of his public development finance activities he held chairmanship of various Boards of important organizations such as Sindh Enterprise & Development Fund and Sindh Renewable Energy Company (Pvt.) Limited.

He also remained on management boards of different departments/organizations and companies such as National Engineering Services Pakistan (Pvt) Limited, Sindh Engro Coal Mining Company (Pvt.) Limited, Pakistan Institute of Development Economics, Islamabad and Sindh Infrastructure Development Company (Pvt.) Limited.

He is well attuned to the conceptual and academic aspects of his work as he had attended Executive Training Courses at London School of Economics and Political Science on “Negotiation”, Cambridge Judge Business School on “People and Organizational Effectiveness”, Harvard Kennedy School on “Emerging Leaders”, International Training Centre of ILO, Turin, Italy on “Project Implementation of World Bank Funded Projects” and SUPARCO, Karachi on “GIS Development”.

He also availed of the opportunity of contributing to the authorship of Sindh Growth Strategy, Karachi Transformation Strategy and Accelerated Action Plan for reducing stunting and wasting in Sindh with the assistance of World Bank Group and Sindh Poverty Reduction Strategy with the support of European Union.
