Larkana by-poll: Irregularities reported

LARKANA: Monitoring of 69 polling stations during the by-poll held on Thursday 17th of October (2019) here,  it transpired that procedural irregularities did take place here.

Free and Fair Election Network  (FAFEN)’s 21 trained observers, after keenly watching the election milieu inside and outside the polling stations, reported breach of secrecy of voter’s  ballots, electoral and political violence. Each polling station was observed for an hour by FAFEN hawks.

Improbable voting was documented where an average of thirty-three votes were cast per hour during the FAFEN monitoring. A meticulous examination of Consolidated Statement of the Results of Count (Form 48) revealed Moazzam Ali Khan Abbasi (candidate of Grand Democratic Alliance enjoying the support of ruling Pakistan Tehreek-e- Isaaf and interestingly  also the backing of (anti-government Azadi March/Dharna orchestrater Maulana Fazl-ur-Rehman’s) Jamiat-e-Ulema-Islam-Fazl) was declared winner at seventeen of these polling stations while Jamil Soomro of Pakistan Peoples Party emerged triumphant from only four such polling stations.

It is pertinent to mention here that estimated time needed to complete the process of voting has been estimated at one minute and 48 seconds (including appearance of a voter before the polling officer to dropping the ballot paper in the box). FAFEN calculated and reported improbable voting patterns during the Larkana by-poll.

Moreover, FAFEN reported that CCTV cameras at 31 polling stations were installed in a way that compromised the secrecy of the voter. FAFEN observers reported multiple instances of breach of secrecy: While screens on the booths were not appropriately fixed according to the directions of Election Commission of Pakistan voters, waiting for their turn, were found standing too close to the polling booth.

At least at three polling stations physically handicapped voters were not allowed to be escorted by the person who brought them there. From four polling stations six instances of people accompanying the voter inside the booth were reported.
