According to details in a joint petition moved by former chairman HEC Dr. Ata-ur-Rehman, MNA Marvi Memon, former attorney general Pakistan Anwar Mansoor Khan, Nadeem Shaikh Advocate (President of NGO Justice Helpline) the formation of SHEC in Sindh High Court (SHC).

SHC bench consisting of Justice Muhammad Ali Mazhar and Justice Anwar Hussain have ordered for the final arguments.

Dr. Ata-ur-Rehman and Marvi Memon in their petition had maintained that higher education was the exclusive domain of the federal legislature. Anwar Mansoor Khan has stressed that HEC’s role was very important and effective. But the inception of the SHEC has adversely affected HEC’s performance…”This has been tarnishing the image of the country all over the world” the petition maintained.

In the petition it has been maintained that provincial government had no authority to act contrary to the rights stated in the Constitution and destroy the fundamental rights of the citizens by eliminating the role of the HEC to suit its purposes.

It has also been insinuated that SHEC was an attempt to avoid verification process of lawmakers’ degrees which the federal Higher Education Commission had initiated on the orders of the election commission.
