WASHINGTON: Outgoing US President Joe Biden while maintaining that he was more convinced than ever that “we must stop the use of the death penalty at the federal level”, has commuted the sentences of 37 out of 40 federal death row inmates.

Those 37 will remain in prison sans parole. The killer of Jewish worshippers and Boston Marathon bomber will have to die. It is pertinent to mention here that there are 2000 who had been convicted to capital punishment by States.
