Coronavirus: Sindh shops to remain closed from 8pm to 8am

KARACHI: In order to force people remain indoors, for the next thirteen days, facilitating the measures against Coronavirus, Sindh Government has decided that all shops will remain closed from 8pm till 8am.

The Sindh Government Order reads:

“Whereas, there has been a need to take further preventive measures in wake of increasing Corona Virus cases in Sindh, therefore, the Government of Sindh in exercise of powers conferred Section 3 (1) of the Sindh Epidemic Diseases Act 2-14 (The Sindh Act VIII of 2015), and in continuation of earlier Order of even number dated 22.03.2020, is satisfied that it has become extremely urgent and important to implement following additional measures for the purpose of breaking the chain of spread of the virus:

1) No industry, except that is related to essential food items and medical and related items for domestic consumption are allowed to operate at any time of the day. Those industrial units/establishments etc. making/producing/packaging etc. any non-essential items/ items unrelated to health and food shall close their operations as unnecessary gathering of factory workers and their movement in mass numbers seen during the day is posing greater threat of spread of disease.

2) Government offices and other essential services offices, which are allowed vide earlier Order, shall operate only with bare minimum staff.

3) There shall be strict ban on movement of persons from 8pm to 8am and:

  a) All grocery/convenience/general/departmental stores (earlier allowed) will remain closed during this time.

  b) No medical stores (except those situated within / adjacent to public/ private hospitals) are allowed to operate during this time.

  c) Movement of any person is strictly not allowed during this time except in medical emergency or staff responding to issues related to essential services like electricity, gas , emergency and hospital staff.

The Order shall come in force w.e.f. 25.03.2020 and shall remain in force for a period of thirteen days. The Government of Sindh in exercise of powers under section 3(1) read with 3(3) of the said Act further empowers Commissioners and Deputy commissioner of the respective Districts and Division in the province of Sindh to issue any further orders, direction or notices in coordination with respective DIGs and SSPs for the implementation of this order in letter and spirit.

Any person disobeying any direction or order issued under this Order or any person facilitating, in any manner, the defiance of this order issued under the Sindh Epidemic Diseases Act shall be deemed to have committed an offence punishable under section 188 of the Pakistan Penal code as provided under Section 4 of the said Act.

Deputy Commissioners and Assistant Commissioners as well as personnel of the Law Enforcing Agencies above the rank of Inspector or equivalent are empowered Under Section 3(1) of the said Act to take any legal action on any contravention of this order or directions/orders/notices issued three under including action Under Section 188 of PPC.”
